EBS US End of Year Phase 3 - affect 2019 W2 reporting?

Will the 2019 End of Year Phase 3 scheduled for release January 15th impact 2019 W2 reporting? 

My Payroll Tax Manager is anxious to start W2 tax reporting and filing, and is asking if we need to wait until AFTER EOY phase 3 is applied or safe to go ahead now?
