Do we need to install OCW patch in 19c

Hello experts,

                       We are running non-rac 12.2.0.1 oracle database (SOLARIS SPARC 64 bit) and planning to upgrade to 12.2.0.3.First time when I installed software by default it has installed below patches.

29585399;OCW RELEASE UPDATE 19.3.0.0.0 (29585399)

29517242;Database Release Update : 19.3.0.0.190416 (29517242)

Since I found latest patch 30557433 so I installed that and now I can see below

30557433;Database Release Update : 19.6.0.0.200114 (30557433)

29585399;OCW RELEASE UPDATE 19.3.0.0.0 (29585399)

I believe OCW stands for oracle clusterware and for non rac we don't need to install it.

If my understanding is not correct please correct me.
