How to send form submission data to sales people via email using various filter logic?

There is a campaign where contacts fill out a form, and then based on their country and/or state values we send that data to different agents. (The country and state logic is so complex that it can’t be a simple form notification processing step.)

The things I’ve tried so far:

• The data comes in to the form, I add these people to one campaign, where I would use shared filters and then a blind form submit with a notification form processing step – this is not working because there are custom fields and the cloud app doesn’t allow me to use it.
