Developer sandbox environment for Eloqua

I'm a product manager and I'm working on building a one-way integration from my application into Eloqua. Does oracle/ Eloqua offer a developer sandbox environment that my team of engineers could build against?

If so, how would I go about gaining access?

Do not think there is option to get Eloqua Sandbox without being. a partner.

Hi, my organization's joined the partner network, but we've not been able to figure out how to gain access to a sandbox instance. Does anyone have tips on the next steps we should take?
