Input Controls in 3.1

Has anyone had luck using input controls in 3.1?  This was the only feature that we were going to implement immediately upon upgrade.  We revised a report to pilot the functionality and have no issue as the report author but the input controls are not available to the report viewer.  Now that we've flipped the switch we have since been told that it's a known issue and will not be resolved until 12b.  Have you experienced anything different?  I'm keeping my fingers crossed that we don't have to wait....
