New Hire Announcement Template

When we have a candidate accept an offer, our Recruiters send an announcement to a handful of people announcing the new hire, and including the job title, hiring manager, star date, and some other info.  Is there a way we can create an email template that will pre-populate that data and is sendable to a changable group of people (all of whom are Users in TBE)?  The problem I see is using Merge fields.  I would need to pull fields from the candidate record, the req, and the offer - so not sure how to do this...
