Secure Messaging - Add an option for the customer to select if it should be on the External and/or I

Currently we are using the Secure Messaging feature but we would like an option to indicate if a company wants it applied to the External and/or Internal Career Sections.  We think it is beneficial for our internal candidates who potentially share their mailbox.  We don't think it's a good user experience for external candidates since majority of the time he/she will log in to receive a rejection letter.  The option to choose which Career Section to apply Secure Messaging to would allow for a better user experience.
