Limiting Hiring Manager Access

How do you limit the access that the Hiring Manager Role has when creating a requisition.

I currently have templates set up for each of my locations.

Each of my hiring managers are attached to a location and are listed as owners for those locations requistitions.

However when the Hiring Manager goes into the Job Library and selects the Template that they want to use it allows then to Edit, Delete, Clone the requisition. 

I want them to be owners of the requisitions so they can view them and the candidates but the point of me setting up the template was so they couldn;t mess things up and change my job descriptions, etc.
