Is there a way to flag Candidates? or send an alert when specific Candidates apply?

We have a statement on our application that indicates - if a Candidate provides false information on their application - they are not eligible to apply for 5 years.  Is there a way to flag specific candidates?  Set up the system to send alerts / notifications if they apply?
