Can assigning a Review Approver only be done manually?

Hello,

I asked this of Oracle Taleo support and they you can only assign a Review Approver manually.

If that is so, we will have to manually specify a Review Approver for each evaluation, which means we can't bulk assign evaluations by job title.  Is that true?  If so that means we're sending an evaluation manually for each employee.  Ouch. 

What we want is for the Hiring Manager to do the initial review, then have the Review Approver (HR Administrator) audit the review.  This is the appropriate sequence of events, I'm pretty sure.

I feel like I'm missing something here.  Can someone fill me in?
