Welcome email for hires

Hi All,

We use onboarding for both internal and external fills.    Is there a way to designate type of hire/fill who receives welcome to the company email so that our internals aren't receiving.  We've been converting to hire differently than external hires, but we continue to have recruiters who trigger this email in error.
