FIRST STEPS TO GET AN USER ADMIN IN TL

My customer recently acquired TL, but they receipt an user with apparently no admin privileges, because they don't find the options tab and when log with this user appears the next message:

"This is a new page

This page does not contain any content. Log in using the Management Login link in the top left corner of this page."

So if anyone could help us, we'll really gratefull.
