OFCCP Applicant Flow Tracking - Reqs filled externally

When creating a custom applicant flow report for the OFCCP, what is the most reliable criteria to use for determining if the hire is an "external" hire vs. an "internal" hire and further more whether the req was filled internally vs. externally?
We are a federal contractor and are currently using Application is Internal. But since this is a candidate identification, this causes challenges when trying to filter on the reqs themselves (Req filled internally vs. req filled externally).
If anyone is willing to share their applicant tracking report design, it would be greatly appreciated!
