Manager can do review before self-assessment completed

We are new to Taleo Perfom and have asked employees to do their self assessment. It seems that Managers have been able to go into the system and do the Annual review before the employee has had a chance to do their own self-assessment first. I am concerned that the employee will see the Managers review and therefore it will influence their own self-review. I was hoping it would follow self assessment first, then Manager review and approvals.
