Job Description Displaying as HTML

We have a hiring manager who sees html code in the job description field when he creates requisitions.  If a recruiter views the same requisition, the job description is not displayed in html.  Originally we thought the hiring manager was activating the "source" button, but he does not have access to edit job descriptions so that button is not active.  We believe that other hiring managers have also experienced this problem.

Has anyone else experienced this issue? We have entered an SR which has been referred to R&D.  At this time Taleo is saying it is a bug with no scheduled fix.
