Capturing Manager Level Changes In Reqs When Filled

I am trying to run a report to see if there were any manager level changes from when the req was pushed from PeopleSoft and when the req was "filled" and the candidate was hired.
For example, our requisitions are created in PeopleSoft and pushed to Taleo. I need to capture if a req created in PeopleSoft was an Associate Director level position, but a modification was made in Taleo and when the req was filled (candidate was hired), the manager level was higher (e.g. Director, Vice President, etc.)
Any help is appreciated.
