Approving Reviews

Hi,

We just started using the online approvals for our annual performance reviews. I have a review that was submitted to the manager's manager  for approval.  When the manager's manager goes in to look at the review, they only have the option to VIEW even though they are clearly listed as the next in line to approve.  I noticed that the manager's manager is a multi-rater on the review.  If they are a multi-rater does this cause them to not be able to approvve the review?  Has anyone experienced this before?
