Is anyone else having Latency issues?

Over the past two days we have had latency issues that not only affect the launching of a web based training module but also the all of our Learning Plans.  We keep getting time out errors.  I already opened a Service Request but was wondering if this problem was isolated to our LearnCenter or was it affecting multiple LearnCenters.
