Encouraging Taleo use for countries without job aggregators/scraping

We are deploying to several countries outside of the US and India that are posting jobs directly to local (and mostly free) job boards. We don't use Equest, and we don't have interfaces or scraping sites in place for many of these countries (Asia and Lat Am are the biggest) and we are trying to encourage them to use this tool even though this increases the workload for the recruiters.
The process we have sketched out is for them to post the job on our careersite and our second flow. Then they must go out to the small local job sites and recreate and repost the job. Candidates apply locally on the job board, and the recruiters must download the C.V. and using a capture candidate flow and upload the resume. No email goes here. They do not do this for all candidates, so reporting on total applicants is not accurate. Some boards will support an html link in the job description pointing to our career site, but this seems
