"Update My Information" vs. Candidate Application

We have a large number of candidates that are sourced via e-mails from staffing agencies or via employee referrals. Because of this, candidates are automatically created via the employee referral process or by recruiters using the Taleo/Outlook plug-in to create candidates and associate them with requisitions.
Recently we have updated our candidate application to require more information from applicants. Now we are running into issues with how to get candidates who have very limited candidate records (data-wise) and who are already attached to requisitions to fill out the expanded application. We can't ask them to apply to the req because
