Supervisor Account Communications

Hello,
I have been trying to prevent one of our Supervisors from receiving communications that their users have completed courses. I tried unchecking (revoke) "Manage User Communications" but the next day it is active.
Firstly, is this the right way to handle this?
Secondly, do I need to open an SR to have Oracle fix this?
