How do I make sure that HR has Activation Gatekeeper Status/Assignment?

We are about to go live with our TBE Perform and it has been about 1 year since we set the module up and had a few failures with our previous feedback survey when a manager closed out the review before all the mult-raters had a chance to contribute and I want to make sure that doesn't happen with our employee performance reviews as we do this once a year and have 650 employees going through this.
I read up on the Activation Gatekeeper and need to know other than adding HR as an additional approver, how do I make sure we can return a review to draft status? Also, are "cycle owners" the review manager and review approver?
