Reporting issue

Has anyone had any issues with their reports not reporting people complete?  I have a report that I have all the associates in my company marked and I have had over 15 people be complete but show incomplete?

I have been racking my brain trying to figure out what I can do next.  (I have recreated the report with the same outcome)

Any suggestions?  I tried to run it in Insight but always ends in a Syntax error (I have but in a ticket for that)
