I need to create an electronic training record for SOPs in Learn, how?

We currently have our training records and SOPs in our document management system and our trainings in our LMS.   We are looking to move the records and SOPs both into the LMS which require an electronic proof of signature.


Basically an SOP would require a link to a pdf version of the document, then a confirmation that it was  read and understood and an electronic signature.

I've tried playing with assessments  and am not getting exactly what I want.   I may have to do it as a learning plan but was hoping there was a more simple solution that I am overlooking.    We have around 4-500 SOPs with  around a dozen getting updated each month.   That would create a lot of learning plans to work with
