Offer Template - Notification to Recruiter

Hi!  My organization is new to using TBE and we have a question about the offer template.  Our goal is to get managers to log in to complete the offer template, but when that occurrs there is no notification to a recruiter that this has been completed.  What are other organizations doing to easily identify when an offer template has been completed and is sitting in draft to submit for approval.  I was thinking it might be possible to create a candidate tab that displays candidates in an "Offer Pending" "Offer Extended" status but I can't seem to figure out
