Adding a pdf or Word Document in Page Layout View

Hi!

Can anyone help with providing the steps to adding a Word document or a pdf to a page layout?  I have been successful in the past adding links in here but I cannot figure this out.

We are looking to add a document to the req page layout so that when someone is editing the req they will have access to opening the document for a reference.
