Quick Search - Allows Access to All reqs and candidates

It was brought to my attention that someone with hiring manager rights has visibilitity to all candidates when they enter something in the "quick search" section on TBE.  If the type a name in the candidate search on the left it only brings up candidates that have applied to their positions.  Is there a setting that can be turned on/off to fix this problem?
