Review 'Stuck' in Esignature Pending

I have a review that seems to be 'stuck'.  Manager completed review instead of rejecting so it was in eSignature status.  I read some of the feeds here and thought if I could get the review to Final status, I could go into Customize Perform and Edit/Assign and add Edit as an action to final status. So to get it to Final status, I had the employee Esign the review, which she did.  Normally, once that's done, the manager can Esign, but the Manager does not have that option.  (I changed the approver on the review, by the way, to
