HR Admin Approving Review on Behalf of Manager

As an admin, I thought I could approve a review on behalf of a manager.  I'm trying to do this for two reviews.  In the first one, I can see an "Approve/Reject" hyperlink beside the Approving Manager's Name but when I click "Approve", I get a message:  "You are not on the list of review approvers for this review".  In the other review that I'd like to approve on the Manager's behalf, the hyperlink is not even there.

As the admin, is there another way that I can approve a review?
