CareerBuilder Applink Configuration

Has anyone integrated Applink (CareerBuilder) product with Taleo? A standard integration isn't available currently and our company don't have a TCC expert or knowledge to set this up in house. CareerBuilder is able to set up Applink through Taleo Enterprise Web Service. In order for CB to set this up through Enterprise Web Services, they need System Integrator and System Integration permission.

My question is two part. We don't have a System Integrator as a standard user type and I need help on how to create this user type or permission.

I also like to get feedback from anyone who is currently using Applink with their system.
