New SS Functionality Idea - Cap on Number of ROD Receipients

We have had a handful of issues with SS users sending RODs out to too large of an audience, sometimes tens of thousands of individuals.  We train our users to fully utilize the available filters within the tool to isolate the targeted population based on location and/or department.  We also have a best practice which we share with our users stating that any ROD being sent to more than 2500 individuals must be approved by specific regional POCs.  Despite the focus we have given this topic, we still get users sending RODs that are too large and not isolated to
