Global Employee Referral Program

Dears, Any idea no how to establish a Global Employee Referral Program within an international company taking into account that :
- We cannot post an advert externally unless it is posted internally for 15 days which means de ERP cannot be installed while the requisition is created

- How can we delimit the scope ? Currently, an employee can reffer anyone to anywhere in the globe because internal job offers are global and visible by all.
