OFCCP Compliance for those that dont apply via career page

The majority of all applicant who are considered for our positions do not apply via the career page.  They primarily come in as referrals from external recruitment firms, employees, or other sources that do not integrate with TBE.  Our careers page is compliant and has the CC305 and VEVVRA question within it however most of our applicants never see this page.  I have no problem sending them an external link once they are idnetified but no one wants to apply as a formality just to fulfill this requirement.  Do you suggest setting up a seperate application for individuals that have
