Electronic Signature Issue

I am using Electronic Signatures for the first time.  I have placed it at the end of my course.  But when I fail the course and complete the electronic signature, it completes the learning plan.  Is there something that I could have missed?  I need to make sure that if someone fails, the learning plan is incomplete even though they have completed the electronic signuare.
