Printing Resumes

What is the difference between:  "Most recent flagged resumes" and "visible by candidate (excludes flagged resumes)" when printing resumes?

Are they mutually exclusive?  or should you print both to make sure you get all the right attachments printed?  What should I tell my recruiters to use when trying to print hundreds of reumes for candidates?
