Updating Employee Records by Importing

Is there a way to update sections of an employee record by importing? I've tried to update records but I end up creating new employee records instead of updating current records. It seems as though the only thing I can update is Employee Codes. Specifically if I wanted to change an entire department from one manager to a different one. Can I do a mass import of data or do I need to go into every record and update it?
