Where do you find filters for list views?

First, thank you all for your help, it is greatly appreciated!

Can anyone share steps to get to the Filters for List views? Also, do those filters affect page layouts?

Our HR Administrators are not able to access the fields for DOB, SSN etc. fields.  They can SEE them, but when they go to edit them they aren't there.  So I figure the the View Page Layout is right for them.  But there's a problem with the Add/Edit Page layout. 

The page layout is set to HR Administrator.

  Add/Edit Candidate - HR Administrator

But unless the HR Admin is listed on the requisition as an owner, they are not able to edit anything. Anyone know what I'm doing wrong?
