Shared candidate PDF links not working consistently

Users cannot open the links to PDF files when sharing candidates

My recruiters share candidates with themselves and others and are unable to access the link to the PDF file.  The error message received when clicking the link is

The document you are looking for is not available either because:
You are not authorized to view the document.
The document does not exist.
The link to the document has expired.

the users are authorized to view the doc and the link has not expired.  I cannot replicate this issue either under admin or recruiter signon.  However, at times I have not been able open the examples that they have shared with me.
