Offer Letter - MS Word Rich Text Editor

The Rich Text Editor in the Offers is missing when migrated to 14B

Upon creating an offer, there's an option to "edit" the offer prior to sending.  When in edit view, in previous version of Taleo, we were able to view the MS Word Rich Text Editor Tools to bold, underline, bullet, allign, maximize view etc...

We are currently seeing that this tool is no longer visable when we migrated to Taleo 14B. Is this a function I need to turn on for the offers and if yes, where in configuration do I go to turn this on?
