Need to default a field and then make it read only

Working with the Manager Self Service transaction Promotion and Transfer. Would like to set the frequency of the working hours to always say weekly. I also want the weekly to be required and read only. Additionally, it has to display on screen so that the manager knows they should enter the number of hours per week.

 

Currently, if I try to make the field read only, it removes the value and looks like nothing is there.
