Stop candidate from moving without completing assessment

Is there a way we can make the assessment mandatory, candidate is unable to move further without completing it on the application. We made the setting as Yes on the screening block(This service is mandatory (candidates must click the link to access the questionnaire immediately or choose to receive it by email, if the latter is activated). But still if i just click the assessment(new window) and i can close the window and move further.
