De-activate Edit button for Message Template

The client is looking for the user (eg Hiring Manager) to only use the available message template under the Actions - Send Correspondence. The user should not be allowed to edit the message using the Edit button when Sending this message. 

Is there a permission in the user types that will help achieve this?
