Is it possible to re-order choices in "Action" drop-down menu?

In the interest of reducing the number of clicks for interviewers, we'd like to change the order that the choices appear in the "actions" menu, so that instead of having "view" as the top, "submit" would be at the top of the list. Is this possible?
