Bulk Loader: User Learning Plan Data File

Hello,

In the User Learning Plan Data bulk loader, I set the Messages column equal to "No", but users are still notified of their addition to the learning. Is this a bug, or am I misunderstanding the column's purpose? I was hoping this would give me an alternative to manually turning off the learning plan added user message.

Also, does this column affect all learning plan messages or a specific one? Online help says all messages, but users still got all messages when set to "No".
