Learning Plan Sequencing

There is a way around the sequencing and I hope I can change that

I have set up a Learning Plan to enforce sequencing and there seams to be a way around it. When you open the Learning Plan you see the Launch Course Window option and it let's you launch the course. If you click the course name it will then tell you that Sequencing is enforced. As I am new to Learn, is there a setting I need to update to ensure someone can not go around the sequencing?
