Managing Multiple Candidate Profiles in Taleo

We are an organization of around 28,000 employees. As employees terminate/retire, their candidate profiles are made "inactive", so if any of those former employees wish to be re-employed, they create a new candidate profile in Taleo, which leads to candidates having multiple profiles. Similarly, some candidates create profiles years earlier with old email addresses, then re-apply to our organization by creating a new profile with their new email address. Again, leading to multiple candidate profiles.
My general question is, how are other large organizations managing this process to keep the number of multiple profile instances minimized and where in your process are you doing this? Here are some additional specific questions: Are you providing candidates with any guidance to have them not create multiple profiles? Are your HR staff expected to monitor for cases of multiple profiles and take actions to reduce them by merging profiles? If so, which HR staff/role is expected to do this? Are your IT folks expected to take any ownership/steps toward minimizing this issue? Do you let former employees re-use
