Create offer command and offer tab missing for candidate

Not able to make offer form creation..

Hi forum participants,

I am facing an issue for making offer to the candidate during the candidate selection workflow progression. As we all know during the offer step we can create offer for the candidate, but the problem here is am not finding the Create offer action and which takes us to the offer tab. 

I have also checked marked the user type permission for the user which is View and Manage offers before.

Please help me out......
