Hyperlink in Invitation to Self-Identify notifications sometimes nonfunctional

Content

Hyperlink in "Invitation to Self-Identify" not generating correctly or non-functional for some notifications. Appears to primarily malfunction when invitation is sent to internal candidates.  Has anybody here run into this?  We have been trying to dig into this and thus far nothing has been found wrong in the settings and nothing changed recently.  We currently have an SR open for Oracle to look into this but was hoping somebody here might have run into this and know how to resolve it.
