Large data set truncated BI report

User Progress data view stopping around 64k rows

I have a BI report that is nothing more than the UserProgress dataview. No joins, no filters.  It is set to output CSV standard data set. I noticed today it is only putting out 64k ish rows.  In the result set I have only Assignments and Courses learning item types. If I were to add in a filter for Learning Plan item type I get results, so, the rest of the data is in there somewhere.

I recently imported legacy data, which increased what I would expect from this report. Probably why I never noticed any issue before now.
