Supervisor Role

We are wanting to create a dynamic group that will be assigned to a learning plan that uses the supervisor role.  When testing a new supervisor, they are not being added to the learning plan.  I looked and found that the supervisor is in the listing under Supervisor Roles but is not in the list under User Roles -> Supervisor.  Can anyone tell me how I get the new supervisor in the User Roles -> Supervisor?
